DUMINGAG, Zamboanga del Sur — What began as a vision carefully crafted during the formulation of the Ancestral Domain Agricultural and Fisheries Investment Framework (ADAIF) in April 2024 has now become a tangible milestone for the Subanen Indigenous Cultural Community of Dumingag.
On August 4, 2026, the Department of Agriculture – Mindanao Inclusive Agriculture Development Project Regional Project Coordination Office IX (DA-MIADP RPCO IX), together with the DA-MIADP Project Support Office (PSO), the Provincial Government of Zamboanga del Sur, the Municipal Government of Dumingag, the National Commission on Indigenous Peoples (NCIP) Region IX, the Subanen Indigenous Political Structure (IPS), and the Peksalabuken Subanen Dumingag Association (PSDA), gathered in the Ancestral Domain of Dumingag to celebrate the official turnover of two transformative subprojects—the Corn Production, Consolidation, and Marketing Enterprise and the Improvement/Concreting of Junction Tamurayan to Macasing Farm-to-Market Road. With a combined investment of Php 31,769,285.73, the two subprojects represent one of the most significant development milestones under the DA-MIADP in the Dumingag Ancestral Domain, reaffirming the government’s commitment to advancing inclusive agricultural growth and sustainable development for the Subanen Indigenous Cultural Community.
More than a ceremonial event, the turnover symbolized the realization of years of collaborative planning, consultations, and shared commitment to empower Indigenous communities through inclusive agricultural development. The activity aimed to formally entrust these completed investments to the Subanen community, strengthening their capacity to manage sustainable livelihood opportunities while improving rural infrastructure that supports agricultural production, market access, and long-term economic growth within their ancestral domain.
For the Indigenous leaders who witnessed the project’s journey from planning to implementation, the occasion marked the fulfillment of a long-held aspiration.

“Dako namong pasalamat na ang dugay na gipangandoy sa mga mag-uuma diri sa among yutang kabilin kay nakita na jud ug tinuod na jud namong masinatian ang mga subproject nga gikan sa DA-MIADP kauban ang NCIP IX ug pinagtabangay sa provincial ug local government unit. Kini dakong lakang ug uswag para namong mga Subanen diri sa Ancestral Domain, (We are deeply grateful that the long-standing aspirations of the farmers here in our ancestral domain are finally being realized. We can now truly experience the subprojects provided through DA-MIADP, in partnership with NCIP IX and through the collaborative efforts of the Provincial and Local Government Units. This is a significant step forward and a great development for us Subanen in our Ancestral Domain.)” expressed Timuay Eddie Rossing during his welcome message, conveying the gratitude of the entire Subanen community.
The ceremony opened with the formal turnover of the Corn Production, Consolidation, and Marketing Enterprise, led by the DA-MIADP AD-ENTREP Component. Agricultural production inputs and a hauling truck were officially entrusted to the Peksalabuken Subanen Dumingag Association (PSDA), equipping the organization with essential resources to strengthen corn production, post-harvest consolidation, and collective marketing.
Worth PHP 3.95 million, the enterprise subproject is designed as a start-up micro-enterprise that will directly benefit 38 Subanen farmers from the Dumingag Ancestral Domain under CADT No. R09-DUM-1204-029. Beyond increasing corn production, the initiative seeks to build a community-managed enterprise capable of providing consolidation and marketing services, ultimately increasing farmers’ productivity, resilience, and income across the 24 barangays comprising the ancestral domain.

The enterprise represents more than equipment and agricultural inputs—it is an investment in Indigenous self-governance and community-led economic development. By empowering the PSDA to manage the enterprise, the project enables the Subanen community to take greater ownership of their agricultural value chain while creating opportunities for sustainable livelihood within their ancestral lands.
Delivering the keynote message on behalf of Project Director Macario D. Gonzaga, Deputy Project Director Noel T. Provido emphasized the importance of sustained collaboration among national government agencies, local government units, Indigenous leaders, and community organizations in ensuring that development initiatives genuinely respond to the aspirations of Indigenous Peoples.
Messages of commitment followed from Hon. Gerry T. Paglinawan, Municipal Mayor of Dumingag; Regional Executive Director Vener L. Dilig of DA-MIADP RPCO IX; Regional Director Adolf Ryan S. Lantion of NCIP Region IX; and Governor Divina Grace C. Yu of the Provincial Government of Zamboanga del Sur. Each reaffirmed their continuing support for the development priorities of the Subanen ancestral domain and underscored the importance of preserving Indigenous identity while advancing inclusive economic growth.

Following the enterprise turnover, the celebration continued with the unveiling of the project marker for the Improvement/Concreting of Junction Tamurayan to Macasing Farm-to-Market Road, followed by the ceremonial turnover and acceptance of the completed infrastructure project.
With a total investment of PHP 27.82 million, the 1.48-kilometer farm-to-market road addresses one of the most persistent challenges faced by farmers in the interior communities of Dumingag. Previously characterized by steep terrain that became muddy and nearly impassable during the rainy season, the road often delayed the transport of agricultural inputs and prevented farmers from bringing their harvests to market efficiently.
Today, that challenge has been transformed into an opportunity.
The newly concreted road now provides safer and more reliable access connecting the interior barangays of Tamurayan, Macasing, Datu Tutukan, Dulian, Labangon, Canibongan, Malagalad, and Danlugan, while linking directly to Barangay Bagong Valencia—the designated center for the community’s corn consolidation enterprise, where an existing solar dryer and temporary storage facility are already in place.
The improved connectivity is expected to reduce transportation costs, improve logistics for hauling farm inputs and produce, minimize post-harvest losses, and strengthen the entire agricultural value chain within the ancestral domain. While corn remains Dumingag’s primary commodity, the road will likewise benefit farmers cultivating rice, coconut, and other agricultural products, enabling broader economic opportunities for Indigenous households.
The simultaneous turnover of the enterprise and infrastructure subprojects demonstrates the integrated development approach of the DA-MIADP—combining productive investments with enabling infrastructure to ensure that Indigenous communities possess not only the capacity to produce, but also the means to transport, consolidate, and market their products competitively.
From the early stages of ADAIF formulation to Regional Project Advisory Board approval and finally to community ownership, the journey reflects what can be achieved through participatory planning and strong partnerships among government agencies, local governments, Indigenous leaders, and community organizations.
For the Subanen people of Dumingag, August 4 marks more than the completion of two projects. It is the beginning of a new chapter where improved roads lead to wider opportunities, community enterprises create lasting livelihoods, and development is realized without losing sight of the cultural identity rooted in their ancestral domain.
As the ceremonial turnover concluded, the newly accepted projects stood not merely as government investments, but as enduring symbols of trust, partnership, and the collective hope of the Subanen people for a more resilient and prosperous future.
