Proposed FMR with bridge subproject in DavNor appraised

KAPALONG, DAVAO DEL NORTE, April 11, 2025 – To assess the overall feasibility of the proposed farm-to-market road (FMR) with bridge in Brgy. Gupitan, the Mindanao Inclusive Agriculture Development Project (MIADP) Regional Project Coordination Office (RPCO) XI alongside the Project Support Office (PSO) and the province’s Local Project Management Implementation Unit (LPMIU) with the National Commission on Indigenous Peoples (NCIP) Davao del Norte, Barangay Local Government Unit, and Indigenous Cultural Communities/Indigenous People’s (ICC/IPs) representatives conducted an on-ground appraisal of the proposed subproject from Sitios Kapatagan to Mangkay.

The subproject appraisal comprehensively evaluated the technical feasibility, assessed the economic viability, and gauged the social and environmental impact of the proposal to ensure its soundness.

This entailed traversing the FMR’s proposed length in critical sections to check the proposed infrastructure provisions, including but not limited to drainage structures, slope protections, and other mitigating structures.

(It’s necessary for us to verify what the LPMIU has submitted in technical documents and that it should align with the existing site condition. This is needed so that we can plan accordingly and ensure all considerations for the proposal are in line with MIADP’s guidelines.)

MIADP RPCO XI’s Component 2 or Resilient Ancestral Domain Agri-Fisheries Infrastructure (AD-Infra) led the subproject appraisal, with the team headed by Component 2 Head Hazel May Castillon and Infrastructure Development Engineer Mary Ann Christy Cotejo, specialist and associate from component 2, planning and social preparation officer from component 1, social safeguards officer, geographic information systems officer (GISO), and economist. MIADP’s PSO also lended their expertise through specialists from Component 2, ES officer, GISO, and economist.

Meanwhile, the LPMIU of Davao del Norte was led by Alternate LPMIU Head Engr. Raymond Cogay with officers from the Environmental and Social Unit, GIS, and Econ units. The technical documents were prepared by Davao del Norte’s Provincial Engineering Office.
