PSO, RPCO XI train DavOcc PLGU on World Bank procurement regulations

DAVAO CITY, April 25, 2025 – To streamline the incoming subprojects procurement for the Ancestral Domain of Blaan-Tagakaulo in the province of Davao Occidental, the Mindanao Inclusive Agriculture Development Project (MIADP) Regional Project Coordination Office (RPCO) XI together with the Project Support Office (PSO) trained the Provincial Local Government Unit of the province on World Bank’s procurement procedures.

“We need to inspire greatness and optimism through procurement opportunities. That’s why we need to start right to end right,” MIADP RPCO XI’s Deputy Project Director (DPD) Zabdiel Zacarias said.

Previously, the Regional Project Advisory Board approved a farm-to-market road (FMR) subproject proposal from RPCO XI’s Component 2, which plans to improve and concretize an all-weather access road from Sitio Bolo-Bolo in Brgy. Little Baguio to neighboring Sitios Kisoy and Midalas.

Last week, Datu Danwata Women Association’s (DDWA) business plan was reviewed for its upcoming RPAB deliberation. DDWA is the sole Indigenous Peoples’ Organization for the Blaan-Tagakaulo AD. The plan encompassed coffee consolidation, post-harvest processing, and marketing of Robusta green coffee beans.

“We can never go wrong when we do the right thing. Daghan ta ug agian sa ground bago ta magka-RPAB, bago ta magka-IMA. Mao ng dapat mahaom ang atong procurement process,” Zacarias added.

(Our ground implementation is extensive before we can reach RPAB and IMA, that’s why we need the procurement process to be exacting.)

World Bank Procurement Regulations

MIADP’s Project Support Office (PSO) provided expertise in the process, led by Procurement Head Arniel Sosa together with Procurement Specialist Patty Lopez,  Procurement Officer Alma Villa Renegado, Legal Officer Atty. Gabriel Almasa, and LGU Finance Analyst Jerald Apatan. 

The 3-day activity trained DavOcc PLGU’s BAC and BACSEC members and included an extensive review and workshops of the procurement process, including but not limited to procurement timelines, the harmonization of the 5th Edition of the Philippine Bidding Document (PBD) with World Bank procurement guidelines, and submission of No Objection Letter (NOL) 2.

“The PSO and RPCO are a team, not just in the procurement process, and we are willing to help the PLGU in the process,” Arniel Soza said.

Davao Occidental’s PLGU will facilitate the procurement processes of all MIADP RPCO XI-related subprojects in its entire project implementation.
