DA-MIADP RPCO-10 reviews ITMPC Coffee Business Plan for Daraghuyan AD

CAGAYAN DE ORO CITY — The Department of Agriculture – Mindanao Inclusive Agriculture Development Project Regional Project Coordination Office 10 (DA-MIADP RPCO 10) successfully conducted the Joint Technical Review (JTR) of the Inhandig Tribal Multi-Purpose Cooperative’s (ITMPC) business plan on May 2, 2025. The proposed enterprise subproject, titled Coffee Consolidation, Processing, and Marketing, is set to benefit the Daraghuyan Ancestral Domain (AD) in Brgy. Dalwangan, Malaybalay City, Bukidnon.

The review was led by DA-Regional Field Office 10 (DA-RFO 10) Regional Executive Director and DA-MIADP RPCO 10 Project Director Jose Apollo Y. Pacamalan. In attendance were the representatives from the Malaybalay City Local Project Management and Implementation Unit (LPMIU), including City Agriculture Office (CAgO) Agri-Coop Coordinator Chesa C. Bautista, Aquaculturist II Raiza Barroso-Enguio, and Agricultural and Biosystems Engineering Division Engineer II Paul Cyril Baal. ITMPC was represented by General Manager Merly O. Suday, Treasurer Mareline D. Bagishan, and Board Member Jonathan P. Gican. Also joining the session online were DA-MIADP Project Support Office (PSO) led by Component 3 Head Larry Agpalo and other components, and staff of DA-MIADP RPCO 10.

In his welcome message, RED Pacamalan emphasized the importance of complementing MIADP with DA’s regular programs to extend support to farmers within ancestral domains. “We want to implement other programs aside from MIADP. We want to complement the regular programs to enter and support the farmers within the ADs while anticipating the projects of MIADP. I hope these presentations will allow us to finalize the requirements to be submitted for the sub-project,” he said.

The JTR plays a vital role in ensuring that the proposed enterprise subproject will lead to long-term and sustainable development for the Daraghuyan AD community. DA-MIADP RPCO 10 Business Development Officer Jeanlie C. Valenzuela presented the business plan along with the checklist of requirements. Each component provided comments and recommendations, which will be consolidated.

Identifying coffee as their priority commodity, the ITMPC also presented their business proposal. In the formulation of their Ancestral Domain Agricultural Implementation Framework (ADAIF), the ITMPC identified challenges in their enterprise, particularly in the consolidation, post-harvest processing, and marketing of their coffee. To overcome these, ITMPC proposed a 3-year Capacity Development Plan, including the provision of working animals for hauling coffee cherries and working capital for the consolidation of red-picked coffee cherries. ITMPC also proposed the establishment of a Coffee Processing Facility complete with the necessary equipment and machinery to assist with post-harvest processing, and the provision of a delivery vehicle to strengthen their market linkages and networks.

This initiative is expected to significantly enhance agro-economic opportunities for the partner Indigenous Cultural Communities/Indigenous Peoples (ICC/IPs), leveraging Daraghuyan’s award-winning Arabica coffee as their key asset for this enterprise subproject.

In his closing remarks, MIADP PSO Component 3 Enterprise Development Specialist Ramil J. Leongas expressed appreciation for the efforts of DA-MIADP RPCO 10 and encouraged continued collaboration to meet the project timeline. Once reviewed and consolidated, the requirements and compliance documents will be submitted, and the enterprise subproject will be slated for deliberation by the Regional Project Advisory Board (RPAB).
