
SAN MIGUEL, SDS—To uphold the customary laws and rights of Indigenous communities, the Department of Agriculture – Mindanao Inclusive Agriculture Development Project (DA-MIADP), in partnership with the National Commission on Indigenous Peoples (NCIP), led the Free, Prior, and Informed Consent (FPIC) activity on April 30 for the Manobo Indigenous Peoples (IP) of Certificate of Ancestral Domain Title (CADT) No. 116.
The FPIC process affirms the community’s right to participate meaningfully in decisions regarding proposed projects within their Ancestral Domain. It ensures that Indigenous representatives are fully informed, understand potential impacts, and are empowered to make free and collective decisions.
Upon the issuance of the Tribal Resolution and the Memorandum of Agreement (MOA) between the DA, NCIP, and the IP community, the NCIP will issue the Certification Precondition—an essential legal requirement under the Indigenous Peoples Rights Act (IPRA) of 1997 (Republic Act No. 8371). This certification determines whether a proposed project or activity will affect ancestral lands or domains.
