RPCO XI trains LPMIUs on PHF tech docs prep

DAVAO CITY, June 20, 2025 – To equip its Local Project Management Implementation Units (LPMIUs) with distinct skills in preparing technical docs for post-harvest facilities, the Mindanao Inclusive Agriculture Development Program (MIADP) Regional Project Coordination Office (RPCO) XI trained more than 20 LPMIU members from five provinces of the region.

Speaking to the LPMIUs, Deputy Project Director Zabdiel Zacarias encouraged the members to create facilities and prepare proposals that are up to par with standards and are ripe for approval.

“Sa implementasyon sa proyekto, ang bola naa sa inyoha. Ang inyong buhaton, katong mga proyekto nga kinahanglanon. Kinahanglan ang mga natun-an ninyo diri, makatabang sa inyoha nga muhimo ug proyektong tarong para sa atong mga IPs,” he reenforced.

(On project implementation, the ball is in your hands. What you need to do is propose projects that are needed. What you’ve learned here should guide you to create proper proposals for our IPs.)

Under Component 2 or Ancestral Domain Resilient Agri-Fisheries Infrastructure of MIADP, post-harvest infrastructure is one of the allowable subprojects alongside farm-to-market roads (FMR), bridges, potable water systems (PWS), agricultural tramline systems, and small-scale irrigation systems.

The training focused on the writing of feasibility studies (FS), detailed engineering design (DED), and program of works (POW) specific to various post-harvest facilities that may be proposed during project implementation. These infrastructures include solar dryers, consolidation centers, warehouses, etc.

“Regardless unsa kalisod atong sagubangon, magtinabangay ta. Kay isa ang agrikultura nga mahatag sa sumusunod nga henerasyon. Hinaot unta nga parehas ta ug panglantaw kay para matarong ang pag-atiman sa resources nga naa sa atong ADs,” Zacarias said.

(Regardless of how hard the battles (of preparing infrastructure subprojects), let’s help each other. Agriculture is something that we will turn over to the next generation. I hope we are in line with our perspectives so that we can properly allocate the resources within our ADs.)

Philippine Rural Development Project (PRDP) National Project Coordination Office (NPCO) XI Specialist Engr. Frederick Agasen led the discussions with LPMIUs from Davao del Norte, Davao del Sur, Davao Oriental, Davao Occidental, and Davao de Oro.

“Gi-kandak nato ni nga trainig kay later on naa na tay vertical nga mga proyekto nga subprojects nga i-enrol sa MIADP, naa na tay kahibalo ug dili na ta mangapa kung unsaon pag-andam sa mga kinahanglanong dokumentos,” MIADP RPCO XI Component 2 head Hazel May Castillon emphasized.

(We conducted this training to prepare for the vertical infrastructure subprojects to be enrolled under MIADP in the future. This is to provide the required knowledge so that we won’t be left scrambling once these structures are proposed, and we will be properly equipped with the knowledge on how to prepare these documents.)

Aside from the rundowns and workshops on the tech docs guidelines, the training also included workshops on crafting FS outlines, economic and financial analysis, geo-mapping and governance, and safeguard policy, legal, and regulatory work, all relative to PHF proposal preparation.
