REMEDIOS T. ROMUALDEZ, ADN—In the pursuit of respecting customary laws of indigenous communities, the Department of Agriculture – Mindanao Inclusive Agriculture Development Project (DA-MIADP), in collaboration with the National Commission on Indigenous Peoples (NCIP), Conducts the Free, Prior, and Informed Consent (FPIC) activity for the Mamanwa IPs of Certificate of Ancestral Domain Title (CADT) No. 256, April 28.

The FPIC process upholds the communities’ right to actively participate in decision-making for projects proposed within the Ancestral Domain. It ensures that community representatives are meaningfully engaged, fully informed about the project, and understand its potential impacts, thus empowering them to freely and confidently express their collective decision.

Following the issuance of the Tribal Resolution and the Memorandum of Agreement (MOA) between the DA, NCIP, and the IP community, the NCIP will issue Certification Precondition as a legal requirement under the Indigenous Peoples Rights Act (IPRA) of the Philippines (Republic Act No. 8371). It is issued to certify whether or not a proposed project or activity will affect ancestral domains or lands.
