MALAYBALAY CITY, BUKIDNON โ The Department of Agriculture – Mindanao Inclusive Agriculture Development Project Regional Project Coordination Office 10 (DA-MIADP RPCO 10) successfully conducted a Pre-Bidding Conference for the Improvement/Concreting of Sitio Damitan to Sitio Ulanguhon, Brgy. Dalwangan Farm-to-Market Road on July 29, 2025. This crucial step aims to advance the procurement process of the This 1.184-kilometer infrastructure subproject is a crucial development within the Daraghuyan Ancestral Domain.
Understanding the Project: Key Details and Attendees
The conference was designed to give prospective bidders a full understanding of the project’s requirements, including eligibility criteria, technical and financial specifics, and the overall bidding process. Attendees included members from the City Local Government Unit of Malaybalay Bids and Awards Committee (BAC), the City Engineerโs Office, and various prospective bidders. Also present were Daraghuyan AD Representative Bae Inatlawan Adelino D. Tarino and DA-MIADP RPCO 10 staff.

Jeffrey B. Baja, RPCO 10 Procurement Head, led the pre-bid conference. He detailed essential requirements such as the Philippine Bidding Documents, the Single Stage Bidding Process, the Checklist for Bid Opening, evaluation criteria, post-qualification and validation procedures, and World Bank procurement prescriptions. This conference is vital for ensuring transparency and addressing any questions bidders might have before submitting their proposals.
Prioritizing Local Labor and Safeguards
Aziza A. Hadji Omar, Social and Environmental Safeguards (SES) Officer, emphasized the importance of prioritizing local laborers from the community to promote inclusive employment. She also highlighted the contractor’s responsibility to comply with the Department of Labor and Employment (DOLE) approved construction safety and health programs and to adhere to the Environmental and Social Management Plan (ESMP).
Bid Submission Deadline
The deadline for bid submissions for this 1.184-kilometer farm-to-market road subproject is August 19, 2025, at 10 AM, with the bid opening scheduled for the same date and time. Interested bidders can find the Invitation to Bid on the BAC bulletin boards and on the PhilGeps, Malaybalay City, and MIADP websites. Bids should be submitted at the Bids and Awards Office, Malaybalay City Hall.
