Empowering IP Organizations through Capacity Development

To empower Indigenous Peoples (IPs) in their organizational growth and strengthen their role in project implementation, the Department of Agriculture – Mindanao Inclusive Agriculture Development Project (DA-MIADP) roll out a capacity-building intervention for its partner Indigenous Peoples Organizations (IPOs), held from June 23 to 27, 2025 at Butuan City.

The 5-day training-workshop aims to capacitate the IP members of the CAMMPACAMM Manobo Indigenous Peoples Organization (IPO) of CADT 078 Rosario. It is designed to enhance their knowledge in governance and operational capacity.

MIADP AD-Plan head Roberto R. Hipolao Jr, set the tone of the activity by emphasizing the critical role of Indigenous Peoples Organizations (IPOs) in community development and underscoring the importance of strengthening their leadership and operational capacity to effectively implement community-led initiatives.

DA Caraga Regional Executive Director Arlan M. Mangelen stressed the importance of capacitating IPOs, “By capacitating IP Organizations, we are not only supporting their participation in development, we are giving them the tools to take ownership, and shape a future that reflects their values and aspirations.”

Designed to enhance their knowledge in governance and operational capacity, the sessions covered a range of foundational topics including Basic Parliamentary Procedures, Basic Characteristics of an Organization, Guiding Principles, and Operational Standards, equipping participants with essential knowledge for managing and sustaining a functional organization.

Further training focused on technical and compliance-oriented aspects such as the Environmental and Social Framework (ESF), Financial Management, Monitoring Processes and Protocols, and the Grievance Redress Mechanism (GRM), ensuring that IPO members are aligned with the projects’ safeguards, accountability measures, and reporting systems.

Through these targeted interventions, MIADP reaffirms its commitment to inclusive development by building the capacity of IPOs to lead, participate in, and sustain community-based agricultural enterprises.
