Historic Agreement Enhances Indigenous Development Efforts in the Ancestral Domain of Lakewood

Lakewood, Zamboanga del Sur – A Memorandum of agreement aimed at advancing the development of Indigenous Peoples was signed on February 14, 2025, marking a significant step forward for the region. The Department of Agriculture – MIADP RPCO IX, the National Commission on Indigenous Peoples Region IX (NCIP IX), and the Indigenous Cultural Communities/Indigenous Peoples (ICC/IP) of Ancestral Domain (AD)-Lakewood formalized their partnership through a Memorandum of Agreement (MOA) during a ceremonial event held in Lakewood, Zamboanga del Sur.

The MOA establishes a collaborative framework among the three parties, ensuring coordinated efforts in implementing programs and activities that directly benefit Indigenous communities. It outlines the roles and responsibilities of each entity, sets clear expectations for project execution, and provides guidelines for financial reporting and monitoring mechanisms to ensure transparency and accountability in subproject implementations.

The event was attended by key stakeholders, including representatives from DA-MIADP RPCO IX, led by Deputy Project Director Maria Gemma S. Genaldo presiding in behalf of Regional Executive Director Engr. Marcos C. Aves Sr. The Local Project Management Implementing Unit (LPMIU) of Zamboanga del Sur, and NCIP IX, headed by Atty. Maribel P. Idiang, OIC-Regional Director. Also present were Hon. Domingo V. Mirar, Mayor of Lakewood, and representatives from the Indigenous Political Structures (IPS) of Lakewood, Bayog, and Kumalarang, demonstrating widespread support for the initiative.

Prior to the signing, the IPS of Lakewood conducted a traditional ritual to honor the beliefs and customs of the Subanen tribe. This sacred ceremony highlighted the cultural significance of the agreement and reinforced the commitment to preserving Indigenous heritage while promoting development. The program commenced with an opening message from Hon. Oliver Tumbao, the Indigenous Peoples Mandatory Representative (IPMR) of Lakewood. The ceremonial signing then occurred, with representatives from DA-MIADP RPCO IX, NCIP IX, and ICC/IP of AD-Lakewood formally endorsing the agreement.

Key figures delivered messages of support, emphasizing the importance of the partnership. Timuay Luhes Tomanding Undang, Tribal Chieftain of Subanen Lakewood, stressed the role of IPS representatives in protecting ancestral domains and ensuring the success of the collaboration. Mayor Domingo V. Mirar reiterated the local government’s steadfast support for Indigenous development initiatives and the implementation of the MOA. Atty. Maribel P. Idiang reaffirmed NCIP IX’s commitment to safeguarding the rights and welfare of Indigenous communities. Deputy Project Director Maria Gemma S. Genaldo highlighted the Department of Agriculture’s dedication to empowering Indigenous communities through inclusive agricultural development.

The signing of the MOA represents a pivotal moment in ensuring that Indigenous communities in Lakewood, Bayog, and Kumalarang benefit from sustainable agricultural projects, infrastructure improvements, and capacity-building programs. With strong institutional backing and a commitment to honoring Indigenous traditions, this collaboration sets a new standard for inclusive and effective development in the region. The agreement lays the foundation for continued progress in Indigenous governance, cultural preservation, and economic empowerment, fostering a future where traditional knowledge and modern development coexist harmoniously.
