TAGUM CITY, April 30, 2025 – The Mindanao Inclusive Agriculture Development Project (MIADP) Regional Project Coordination Office (RPCO) XI, with the Project Support Office (PSO), and the National Commission on Indigenous Peoples (NCIP), oversaw the Identification of Priority Commodities, Constraints, and Subproject Ideas for the Ancestral Domain (AD) of Mansaka alongside Davao de Oro’s Local Project Management Implementing Unit (LPMIU).

Pivotal in crafting the Ancestral Domain Agriculture Implementation Framework or ADAIF, the activity served as foundation for the prioritization of agri-entrepreneurial projects and pertinent infrastructures for the AD.

The AD of Mansaka in Davao de Oro spans six (6) municipalities, including Pantukan, Mabini, Maco, Mawab, Nabunturan and Maragusan. Among the 6 ADs benefited by RPCO XI, Mansaka AD is the largest in land area, stretching across more than 108,000 hectares.

Sa tribo walay bentahaay, walay mabilin. Sa unom ka lungsod, unta mapaabot sa MIADP kung unsay angay sa ilaha,” Teresita Marcial, Ancestral Domain Management Office Chair for the municipality of Maco, said.

(There’s no one gaining the upper hand or someone left out within the tribe. For the six municipalities, we hope MIADP can cater to what is appropriate for them).

Relevant representatives from the Provincial Local Government Unit (PLGU) of Davao de Oro and the six (6) Municipal Local Government Units (MLGUs) attended the activity to ensure the soundness of the participatory approach in planning.

Dawaton nato ug unsa ang tama ug para sa tribo. Kulturanong paglambo…daghan na ta ug kabaguhan karon nga unta makadawat pud ang tribo,” she continued.

(We will receive what is right for the tribe. It’s cultural development…we already have too many changes today that we hope the tribe could benefit.)

Identification of Priority Commodities, Constraints, and Subproject Ideas

Facilitated by Component 1 or Ancestral Domain Planning and Social Preparation, the Identification of Priority Commodities, Constraints, and Subproject Ideas compiles and examines the crops prioritized by the AD as basis for agri-preneurial projects and infrastructure subprojects that will be identified in the ADAIF.

The ADAIF, in turn, will serve as a reference point to the commodities and subprojects for the Mansaka Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs), under MIADP implementation. These projects and subprojects aim to improve the AD’s agricultural produce’s economic viability.

“Makita ninyo sa PSO ug RPCO ang pagkahiusa. Dugay na ko sa development work, ug first time ni nga naay comprehensive nga program para sa atoa. Magsugod ta sa participatory planning tungod kay gusto nato ang development i-define sa komunidad,” PSO’s Component 3 Head (Ancestral Domain Agri-Fisheries Production and Enterprise Development) Larry Agpalo emphasized.

(You’ve seen how united the PSO and RPCO are. I’ve been doing development work for a long time, and this is the first time a comprehensive program was aimed at us. That’s why we need to start with participatory planning because we want the community to define their development.)

The 3-day activity included several salient presentations and workshops such as Commodity Prioritization, Commodity Constraints, Subproject Screening,  Component 2 and 3 guidelines, Social and Environmental Management Framework, and Geographic and Information Systems, carried out by relevant specialists and officers from both the PSO and RPCO XI.

RPCO XI’s Component 1, in collaboration with Davao de Oro’s LPMIU and the RPCO’s other components, will produce the ADAIF within the year.
