PSO, RPCO XI, DavNor LPMIU finalize infra subproject proposal for RPAB deliberation

DAVAO CITY, July 4, 2025 – In preparation for its upcoming Regional Project Advisory Board (RPAB) deliberation, the Mindanao Inclusive Agriculture Development Project (MIADP) Regional Project Coordination Office (RPCO) XI, through its Component 2 or Ancestral Domain Resilient Agri-Fisheries Infrastructure, conducted a Joint Technical Review (JTR) of Davao del Norte’s Local Project Management Implementation Unit’s (LPMIU) and Ata-Manobo Indigenous Cultural Communities/Indigenous Peoples (ICC/IPs)  infrastructure subproject proposal.

The JTR is a critical step in project implementation, where the Project Support Office (PSO), RPCO components and units, LPMIU, and the National Commission of Indigenous Peoples (NCIP) representative meet and coordinate to finalize the infrastructure subproject’s feasibility study to advance the project implementation into its RPAB approval.

“Iduso nako ang punto nga ang matuman sa atong mga proyekto, dili katong atong maggikan sa atoang mga kabubut-on, ang matuman ang gikinahanglan sa komunidad” Regional Technical Director for Research and Regulations and MIADP RPCO XI Deputy Project Director Zabdiel Zacarias, encouraged.

(I want to drive the point that the projects we need to build are those that are necessary by the community from their point of view, not those that coming from our point of view.)

The review discussed gaps in the technical documents, including feasibility study (FS), detailed engineering design (DED) and program of works (POW), hashed out documents’ compliance progress for components and units, and formalized schedules for these compliances. 

Ultimately, the review also finalized a probable date for the RPAB deliberation.

“This subproject will be the biggest project so far of MIADP. It will greatly contribute to the disbursement of MIADP come the end of this year. We hope Region 11 will be changing the landscape by the end of July”, MIADP Project Support Office (PSO) Component 2 Head Julius Oliveros, emphasized.

Davao del Norte’s LPMIU’s subproject proposal entitled, “Improvement/Concreting of Brgy. Gupitan: So. Kapatagan to So. Mangkay FMR with Bridge“ will be the first MIADP project to have a bridge component once approved. Last week, Davao Occidental’s second infrastructure subproject underwent the same review.

“We conducted this Joint Technical Review so that we will not just be ready for the RPAB, but we are sure that this subproject will be approved without any significant hindrances. And I want to declare that within this month, we can do the RPAB,” Engineer IV and RPCO XI’s Component 2 Head Hazel May Castillon said.

Two weeks ago, RPCO XI presented its first enterprise subproject before the RPAB with resounding approval. As reference, the first-ever RPAB-approved subproject for RPCO XI was an infrastructure subproject of an FMR in Davao Occidental.
