The Subanen tribe is the first inhabitants of the Municipality of Dumingag which resembled a paradise as described by the early folks with a perfect habitat for wildlife and everything that existed within it. It is situated in the eastern part of the province of Zamboanga del Sur. Created on December 27, 1957, Dumingag Municipality consists of (44) barangays and is almost 59 kilometers from Pagadian City, the capital of Zamboanga del Sur (ADSDPP, 2010). The more than 20,000-hectare-Dumingag Ancestral Domain is nestled in the valley within the said local government unit.
On August 22, 2024, the Piksalabukan Subanen Dumingag Association (PSDA) leader, Timo-ay Luzvilla Ambane along with the Indigenous Peoples Structure (IPS) made a big leap as the Zamboanga del Sur Provincial Board approved the passing of a resolution through the office of Governor Victor J. Yu to adapt and support morally and financially the proposed enterprise and infrastructure projects of DA-Mindanao Inclusive Agricultural Development Project (MIADP) to be implemented in Dumingag AD. This development happened upon Timo-ay Ambane’s presentation of their Ancestral Domain Agricultural Implementation Framework (ADAIF) and sub-project concept notes for the AD on SP’s regular session.


“Good job kay gihatagan jud ug mga privilege ang mga IPs…hopefully, ilahang i-avail ug ampingan para not only of their own pero para sa sunod nga generation. Dalion unta kining IPs project because they need that project for so long a time, wala jud sila katilaw, ing-ana nga proyekto” (Good job that the Subanen tribe is given the privilege. I hope that they will take good care of it not only for their own but for the next generation. May this be fast-tracked because they need that for so long a time) remarks ZDS Provincial Vice-Governor Hon. Roseller L. Ariosa.

DA-RPCO IX Social Preparation Specialist Catherine Empasis explains that “It’s only Dumingag AD which passed the criteria by the World Bank. First, a Certificate of Ancestral Domain Title was awarded to Dumigag-AD. Second, they have an Ancestral Domain Sustainable Development and Protection Plan (ADSDPP), and there is one registered association, the PSDA. Dumingag AD is the pilot AD of the Zamboanga Peninsula.”
Dumingag-LGU Mayor Gerry T. Paglinawan, in a separate interview, reveals that the LGU has been very supportive of the MIADP Project.
“Makita nako nga ang Dumingag 90% Subanen so naay culture diha nga ma-preserve, so dako ko ug suporta nga ang katawhan sa agriculture, sa tubig, irrigation matabangan. Ang counterpart sa LGU is moral support and need for car/fuel for seminars and 10% share for the development of MIADP. Si Governor Uy pud, ana puy support” (Subanen in Dumingag consist 90% of the population. There is a culture that needs to be preserved there. That is why, the LGU supports them through agriculture, water supply, and irrigation projects. The counterpart of the LGU is moral support and then a car or fuel for them to attend seminars and a 10% share for the development of MIADP. The same support is expressed by Governor Uy.

Maghiusa ta, magsuportahay,” (Thank God, thank you World Bank, President Marcos, to all the people of Dumingag, my office mates, Subanens. This is a blessing which we will embrace for everyone who hopes to improve our economic lives so that peace can be attained in the families and in the community. Led by DA-MIADP IX, NCIP IX, and the Indigenous Political Structure (IPS) of Dumingag, the Provincial Board lauded the collaborative effort, marking a significant step forward in sustainable development for the Indigenous community.
The Dumingag Municipality’s ancestral domain formulated its ADSDPP in 2010. It has a total land area of 20,097.9340 ha covering Bagong Silang, Canibongan, Calumangi, Datu Tutukan, Danlugan, Dilud, Dulian, Dulop, Guintananan, Gumpingan, La Fortuna, Labangon, Macasing, Malagalad, Marangan, Sunop, Salvador, San Juan, San Vicente, Senote, Tamurayan, Tagun and portion of Bagong Valencia and Saad, all of Dumingag, Zamboanga del Sur, portion of Barangay Manguiles, Mahayag, Zamboanga, and portion of Barangay Seriac, Siayan.
MIADP is a six-year project of the Department of Agriculture (DA) that aims to sustainably increase agricultural productivity, resiliency, and access to markets and services of organized farmer and fisherfolk groups among the indigenous cultural communities/ indigenous peoples (ICCs/IPs) in selected Ancestral Domains (ADs) like in Dumingag. The support of the LGUs, DA, and TSP is important for the speedy approval and implementation of the project as guided by the NCIP on IP protection of rights.
