SURIGAO CITY, SDN—In collaboration with the National Commission on Indigenous Peoples (NCIP) and the Provincial Local Government (PLGU) of Surigao del Norte, the Certificate of Ancestral Domain Title (CADT) No. 254 officially issue a resolution and a Memorandum of Agreement (MOA) expressing their approval and acceptance of the Mindanao Inclusive Agriculture Development Project (MIADP), through the conduct of Free, Prior, and Informed Consent (FPIC), thursday, April 24.

The FPIC process upholds the communities’ right to actively participate in decision-making for projects proposed within the CADT. It ensures that community representatives are meaningfully engaged, fully informed about the project, and understand its potential impacts—empowering them to freely and confidently express their collective decision.

Following this, the NCIP will issue a Certification Precondition as a legal requirement under the Indigenous Peoples Rights Act (IPRA) of the Philippines (Republic Act No. 8371). It is issued to certify whether or not a proposed project or activity will affect ancestral domains or lands.
